October 1991 - Second Place East moved into the 5th unit of Jones Court from Sullivan Street in Elmira, NY as a tenant of the Elmira Housing Authority.
January 1998 - Elmira Housing Authority vacated unit 4 of Jones Court and moved tenants to other units of Jones Court and to Hawthorn Court.
February 1998 - Second Place East applied for CDBG funds from the City of Elmira as an expansion of the shelter program to the 4th unit of Jones Court.
September 1998 - Expansion of the shelter to 4th unit of Jones Court approved by Elmira Housing Authority.
March 1999 - Elmira Housing Authority vacated units 1,2, and 3 of Jones Court by moving the tenants to Hawthorn Court.
June 1999 - Notice received from the Elmira City Code Enforcement and Chemung County Health Department regarding code violations at shelter.
September 1999 - Second Place East received a temporary permit to operate homeless shelter until 12/1/99 with the following provisions:
- a fire alarm system must be installed in units 4 & 5 by 12/1/99
- weekly fire drills must be held and be documented
- security person must inspect all floors hourly from 10:00 p.m. to 8:00 a.m. and document inspections.
- monthly inspection of smoke detectors, testing alarm and documenting results
- visual inspection of smoke detectors every 48 hours and documented
- fire plan given to Chemung County Health Department
- a second exit system for second and third floors must be installed by September 1, 2000
